Seeking Justice in South Sudan

If institutions of law and order are weak, they can bend to the will of men with money and guns. This case study of a neighbourhood in Juba, South Sudan, shows how ordinary citizens struggle to find justice. The script was written by Rachel Ibreck, Godfrey Bulla and Alex de Waal, the artwork was done by Victor Ndula. The project was co-sponsored by the Cartoon Movement, the Justice and Security Research Programme and the World Peace Foundation.

but I really don't understand why would the artist copy/paste the same characters so many times... It makes the whole very static.
